feat(ccw): 智能识别运行中的服务器，支持工作空间切换

- ccw view 自动检测服务器是否已运行
- 已运行时切换工作空间并打开浏览器，无需重启服务器
- 新增 /api/switch-path 和 /api/health 端点
- Dashboard 支持 URL path 参数加载指定工作空间
