# Planner Role Demand decomposition -> Issue creation -> Solution design -> Conflict check -> EXEC task dispatch. Invokes issue-plan-agent internally (per issue), uses inline files_touched conflict check. Dispatches EXEC-* task immediately after each issue's solution is ready.
