catlog22 f96febe09a feat: add /workflow:session:sync command and integrate auto-sync into execution pipelines

Add a new session sync command that updates both project-guidelines.json
and project-tech.json from session context in one shot. Replace inline
Step 6 (Update Development Index) in lite-execute with sync call, and
add auto-sync to Post-Completion Expansion across 6 execution commands.
Simplify session/complete by replacing Phase 4+5 with single sync call.

Complete Workflow Session (/workflow:session:complete)

Mark the currently active workflow session as complete, archive it, and update manifests.

Phase 4: Auto-Sync Project State

Execute /workflow:session:sync -y "{description}" to update both project-guidelines.json and project-tech.json from session context.

Auto Mode Defaults

When --yes or -y flag is used:

Sync: Auto-executed with -y (no confirmation)

Error Recovery

2	Analysis fails	Remove marker: `rm $SESSION_PATH/.archiving`, retry
3	Move fails	Session safe in active/, fix issue, retry
3	Manifest fails	Session in archives/, manually add entry, remove marker
