feat: implement enterprise workflow with multi-backend support
## Overview Complete implementation of enterprise-level workflow features including multi-backend execution (Codex/Claude/Gemini), GitHub issue-to-PR automation, hooks system, and comprehensive documentation. ## Major Changes ### 1.
