docs: README 下载示例与旧版本章节改为指向本仓库 git.dr1997.com/public/reinstall

- reinstall.sh/reinstall.bat confhome 改为 git.dr1997.com/public/reinstall/raw/main
- confhome_cn 置空(本仓库即国内托管, 无需镜像)
- 删除 sync_to_cnb.yml(上游 CI 同步 workflow, 引用 bin456789 仓库)
