2. **Conflict Resolution**: Identify contradictions, present trade-off analysis
3. **Evidence Consolidation**: Deduplicate findings, aggregate by file reference, assign confidence levels
4. **Recommendation Prioritization**: Sort by priority, deduplicate, cap at 10
