## Tool Selection Hierarchy
1. **Gemini (Primary)** - Analysis, understanding, exploration & documentation
2. **Qwen (Fallback)** - Same capabilities as Gemini, use when unavailable
3. **Codex (Alternative)** - Development, implementation & automation

## Phase 3: Prompt Enhancement
